well the only way is to go through the door in the fringe, or maybe the problem with you is that the door is gone and if it is that means that you must beat shivering isles, becuase thats how the main quest works you cant leave once you hit this one point in the quest and cant leave until you beat shivering isles. check out the site below to solve any oblivion problem you have in the future.Elder Scrolls IV: Oblivion Shiver Isles, How can I leave?
the normal way is to go though the door though cyrodil (there is a waypoint) in the fringe (if your not in the fringe you have to go though the gates of madness) but if you have completed some of the sheogorath quest then and order has invaded the fringe the normal waypoint will be a different one and you will need to find it again but this should not take long as it is still in the same place. and please remember that once you go back into cyrodil all that will work is the armour and the summon spells will only work once a day.Elder Scrolls IV: Oblivion Shiver Isles, How can I leave?
Just go back to the portal thing that you went through to get to the shivering isles. You can fast travel there and it leads to tamriel.
