Unfortunately, all of the add-on plugins (like the Horse Armour Pack) were originally designed only for the PC. Xbox users are lucky that the content was released for them to be able to buy/download from the Xbox Live Marketplace, but the official plugins were never released for the PS3.
Since Oblivion is such an old game, Bethesda is no longer releasing any content on any platform. We'll just have to wait for Elder Scrolls V to come out.
